At this turning point, sometimes described as “the end of the Gutenberg Galaxy,” dissemination of intellectual achievements ranging from academic research to artistic creations is now being forced to undergo decisive transformation.

This is not merely a transition from expression and accumulation using print media to those in electronic media. Thanks to this new media, the relationship between intellectual output and its readers has entered an ever more creative and interactive phase than any in the past. The Budapest Open Access Initiative, a pioneer in the open access movement, had already declared in 2002 that new technologies have created “an unprecedented degree of public good”, but since then, the movement has matured into a definitive part of the society, making a decisive impact on all intellectual activities around the world to the present day.

Driven by this spirit of the age, the Tokyo University of Foreign Studies hereby declares to be an institution that promotes and provides open access based on the principles of Creative Commons International Public License. This is because we believe that educational and research outputs produced by the faculty and students at this university are the common property of humankind. It is also a reflection of our commitment to transparency and fulfillment of accountability to society. We are committed to advancement of our unique academic research by sharing the fruit of the research with the world community in the most open and reciprocal manners.

Together with this declaration, the university will promote and implement open access to its educational and research outputs as specified in the “Open Access Policy” below.

Open Access Policy

Following the spirit of the Open Access Declaration, the Tokyo University of Foreign Studies shall establish the following “Open Access Policy.”
(General rules regarding the educational and research results produced within the university)

  1. The university shall digitize the educational and research results produced within the university and shall provide open access to the public in the “Tokyo University of Foreign Studies Academic Information Repository (Prometheus-Academic Collection)” (hereafter referred to as the “Repository”). The educational and research results made available to the public shall, in principle, have the “Creative Commons International Public License mark (CC-BY) 4.0” (and its succeeding version(s)). Further, a DOI (Digital Object Identifier) shall be assigned to guarantee permanent access.
    (Results of education and research published outside the university)
  2. As far as possible, the university shall post in the Repository the results of education and research by members of the university that have been published in academic journals by publishers and academic societies outside the university. However, the copyright of the results of education and research shall not be considered transferred to the university by posting them in the Repository.
    (Exceptions to Open Access)
  3. If it is judged that provision of open access by the Repository is inappropriate for special reasons, open access to such results of education and research may not be provided.
    (Exceptions to Application of the Policy)
  4. The policy may not apply to results of education and research that include content whose copyright and/or publication contract are incompatible with the Open Access Policy.
    (Non-application of the Policy on a Retroactive Basis)
  5. This policy does not apply automatically to the results of education and research that have been produced prior to the Open Access Declaration of Tokyo University of Foreign Studies. However, we shall explore possibilities of providing open access to such material in accordance with of this Declaration.
